C&O BASE
The Metro Programming and Master Plan project was initially conducted in September 2003 to satisfy a redevelopment agreement between SDG&E and the City of San Diego Redevelopment Agency, stipulating that a new office building totaling between 20,000 and 60,000 square feet be constructed by no later than March 2007.

Parallel to the agreement was the client’s desire to mitigate existing facility and infrastructure shortfalls, clarify the projected growth within the Metro service district, and identify the necessary infrastructure improvements to accommodate future expansion of operations.

The existing Metro site consists of over 15 acres of surface area, with just under 54,000 square feet of building and seven existing resident work groups. The program included two additional potential work groups and seven off-site stakeholders to be included within the study.
